Abstract

The research object of the article aims to answer two questions: 1) It would be appropriate to understand the interpretation made of article 142 of the Constitution of the Republic, by the Chief of the Brazilian Executive Power, in which he considers a "constitutional intervention 2 ) This interpretation - chosen because it is a good example - is it inserted in a larger context or is it simply a hermeneutic doubt among the interpreters of Law?
