Abstract

In order to discuss aspects related to the design of public policies concerning spatial planning based on urban planning, this article invites reflexion on urban public policy in Brazil. The analyses of legislative developments on urban planning will be focused on the instruments for urban management, aiming at informing about the City Bylaws and city master plan participation, and key role, in the territorial organisation. Eventually, it presents a comparative research, carried out by IBGE in the years of 2008 and 2013 (last publication of the same Munic research), where specific analysis on the use of urban planning instruments in Brazil is performed from more than 5 thousand Brazilian municipalities compiled data.
